"Electric shortage" tests the textile industry

From the understanding of the situation, enterprises in Zhejiang, Jiangxi, and Hunan provinces are all affected by the “electricity shortage” to varying degrees. Faced with the situation of power shortage, local textile companies have taken effective measures to save electricity and science and use electricity to ensure normal production.

A variety of factors caused the shortage of electricity consumption by the reduction of purchased electricity, shortage of fuel gas, overhaul of generating units, etc. Since the beginning of this year, the power supply situation in Zhejiang Province has been very tight. "The sudden increase in temperature in the near future and the lack of electricity are earlier and more sudden than expected," said Hangzhou Mayor Shao Zhanwei. In order to ensure the safety and stability of the power grid, on May 9th, the Hangzhou Power Grid pulled power 107 times, and on May 10, it limited 351 times. Jiangxi Province began to use power shortages since the end of March. At the peak, the power gap was about 1.3 million kilowatts.

The situation in Hunan is also not optimistic. The reporter learned from the electric power department that the maximum load of the Changsha power grid will reach 3.98 million kilowatts this summer. While the demand for electricity is high, the water supply to the hydropower stations in Hunan is insufficient, and the coal stocks in the thermal power plants continue to decline. The power supply to the Hunan power grid is facing a severe situation. According to experts, this year Hunan's economy has maintained a relatively rapid growth, and the demand for electricity in the society has been buoyant. The province's estimated power generation will reach 133 billion kWh, requiring more than 33 million tons of coal. The power supply and demand situation in Anhui Province is severe. As of May 20, the province's power gap has exceeded 2 million kilowatts, the relevant departments expect that in the short term "wrong peak" will continue. According to the analysis of the person in charge of the Anhui Electric Power Company, since May 21st, although the temperature in the province has dropped, the power gap in the province still exceeds 1 million kilowatts, plus some coal-fired generating units need to be shut down to eliminate defects, and in the short term the province The situation of power supply and demand is still showing no sign of improvement. Some enterprises in the region did not dare to accept orders. The “electricity shortage” has brought textile companies different degrees of influence. In Datang Town, Zhuji City, Zhejiang Province, the 2008 financial crisis did not make local socks flustered. Today, two days of power outages every week make companies helpless. "Right now, there are plenty of orders from companies, the recent drop in domestic cotton prices, and the reduction in raw material costs. Orders from foreign countries are back, but companies are afraid to take orders," said Yang Yungui, Zhuji City Economic and Trade Bureau. Affected by the tension in power supply, some textile companies in Jiangxi have frequently been given power cuts. Various textile enterprises in the knitting and clothing bases in Qingshanhu District of Nanchang City were required to adopt measures such as “four stops and three stops” and other measures. Another state-level textile base, Fengxin Textile Industrial Base, has been put into production. The normal load of textile enterprises is about 50,000 kilowatts, but the peak power consumption gap is 20,000 kilowatts, and the gap is nearly 40%. Jiangxi Baoyuan Color Textile Co., Ltd. and other companies report that due to frequent power outages, it is usually necessary to stop two or three times a day, which not only makes it easy to damage the equipment, but also affects the quality of the product. Jiangxi Hengsheng Garment Co., Ltd. is an export-oriented clothing company. To catch orders, the company can only provide its own generators, which increases production costs. Companies also become more cautious when they take orders.

The Hunan Economic and Information Commission has started the summer plan for the use of electricity. Hunan Provincial Electric Power Company stated that the orderly use of electricity, first of all, guarantees the use of electricity for people's livelihood, followed by electricity for public services, commercial electricity, and finally industrial electricity. Hunan Dongxin Group, the largest cotton spinning company in Hunan, shut down 50% from the end of April to May 15. Taoyuan Jiexin Textile Printing and Dyeing Co., Ltd. was shut down for 10 days from April 30 to May 10, reducing output value by more than RMB 14 million.

Despite the same tight supply situation, the situation in Jiangsu is still slightly better. In Xuzhou, Jiangyin, Zhangjiagang, Wujiang, Hai'an, and other key textile regions, there are currently no power restrictions. Xuzhou Zhongtian Cotton Industry is operating normally. Huafang Group and Jinling Textile Co., Ltd. in Zhangjiagang have not started curtailment. The Shenghong Group of Wujiang and the Lianfa Group of Hai'an have their own thermal power plants, so they have little impact.

According to the Anhui Textile Industry Association, as of now, Anhui textile and garment companies have not stopped production due to power cuts, but with the arrival of the peak period of electricity use, the pressure will be further manifested. Many companies have stated that although they have not received notice of power cuts, they are ready to do so and will adjust their electricity use time to minimize the impact.

Power shortages are difficult to change in the short term. On May 10, the Ministry of Industry and Information Technology issued the “Emergency Circular on Doing a Good Job in Power Demand Side Management in the Current Industrial Sector” and proposed five measures to ensure the orderly supply of electricity and the stable operation of the industrial economy. Local governments have also taken response measures.

Under the care of the government, Hunan Eastcom Group’s recent “power cuts” have eased, and at the peak of electricity usage, the operating rate can still reach 80%. In mid-May, the local government of Taoyuan, Hunan Province, took emergency measures to support the use of electricity by key enterprises and transported coal from across the country to ease the supply of power coal. According to Shuai Junqing, deputy general manager of the State Grid Corporation of China, the reasons for this lack of electricity have been gradually reduced from the single factor of insufficient “supply of coal” to the “insufficient supply of electricity for coal and insufficient power generation in local areas, insufficient capacity for trans-regional grid transmission” Factors change, and it is difficult to change in the short term.
